PUBLICATION ETHICS OF THE «WEST KAZAKHSTAN INNOVATIVE-TECHNOLOGICAL UNIVERSITY BULLETIN»  SCIENTIFIC JOURNAL

 The editorial board of the journal "WKITU Bulletin" (hereinafter - the journal) adhere to the principles of publication ethics accepted by the international community such as Committee on Publication Ethics (COPE http://publicationethics.org ), also given in such normative and legal documents as  the Constitution of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan “On Copyright and Related Rights”, the Law of the Republic of Kazakhstan “On Science”, and take the experience of authoritative international journals and publishing houses.

To avoid unfair practices in publishing materials (plagiarism, presentation of false information, etc.), the editorial board and each member of it, the author and the reviewer is obliged to comply with ethical standards and rules, as well as take measures to prevent their violations. If in the process of reviewing materials and papers, inaccurate information, plagiarism, previously published works, their translations, etc. are discovered, the article will be removed from publication. Compliance with the publication ethics standards helps to ensure the rights of authors to intellectual property, improves the quality of publication and excludes copyright infringement in the interests of individuals.

PUBLICATION ETHICS STANDARDS

The editorial board of the scientific journal "WKITU Bulletin" is guided by the following fundamental principles of publication ethics:

  • creates conditions for the implementation of ethical principles by the editorial board, editors, reviewers and authors in accordance with the publication ethics standards;
  • contributes to the prevention of publication ethics standards violations for the scientific journal of the West Kazakhstan Innovative-Technological University Bulletin, providing support to the editorial board in considering the claim(s);
  • ensures the confidentiality of all data regarding the publication process, with the exception of an open access information, in accordance with the publication ethics standards of the scientific journal of the “West Kazakhstan Innovative-Technological University Bulletin”;
  • provides the editorial staff with the opportunity to freely select author's works for publication in the journal in accordance with the principles of scientific content, relevance and transparency, as well as based on the results of reviewing.

RESPONSIBILITIES AND RIGHTS OF EDITORS

The chief editor has the rights and performs duties in accordance with the Job Description approved by the University. The chief editor  preserves the right to nominate candidates for the formation of the editorial board of the scientific journal  “West Kazakhstan Innovative-Technological University Bulletin”.

The operational management of the editorial office is carried out by the Deputy Editor-in-Chief -issuing editor.

Deputy to Chief Editor  - is responsible for the high scientific level of the  journal “West Kazakhstan Innovative-Technological University Bulletin and all its components;

As directed by the chief editor, temporarily performs his duties during his absence;

Contributes to the popularization of the scientific journal “West Kazakhstan Innovative-Technological University Bulletin” in the Republic of Kazakhstan and abroad, and the promotion to the ranks of leading journals in Kazakhstan;

Involves leading scientists and highly qualified specialists in the editorial team work of the WKITU Bulletin;

The deputy to chief editor - commissioning  editor has the right to submit proposals to the chief editor on changing the editorial team members and sections of the journal;

Preserves the right to make the final decision  when addressing issues concerning the acceptance/rejection of a material for publication.

Direct management of the activities of the editorial board is carried out by the executive editors who perform the functions defined by these Regulations;

Executive editors  organize and monitor internal editorial planning, timely and high-quality publication materials;

Develop short-term and long-term plans of the Editorial Board and present them for consideration to the chief editor;

Organize peer reviewing of scientific articles by leading experts;

Organize timely and high-quality research materials  and papers according to the publication schedule;

Supervise  the original-layout of the Bulletin issue;

Responsible for completing the delivery of materials for typesetting, monitoring the progress of the issue, making necessary adjustments, liaising with the publishing house (printing house);

Organize advertising in the Bulletin;

Prepare a draft of agreements with organizations, reviewers, translators (if necessary), ensures compliance with the terms of concluded agreements;

Coordinate the activities of the Editorial Board, carried out within the framework of individual events held jointly with other departments of the university;

Executive editors have the right to submit proposals for improvement of the scientific journal content for consideration by the editorial board;

Preserve the right to involve individual editorial specialists to manage urgent issues.

The organizational, editorial and technical work on preparing the Bulletin for publication is carried out by the technical editors of the Bulletin.

 Technical editors perform the following functions:

- prepare the original-layout of the Bulletin issue;

- receive, register and store incoming materials, select them for printing;

- assist in organizing the peer review by leading experts;

- work with authors: advise authors to format a manuscript in compliance with the publication requirements  for submission to the editor in electronic form;

- inform an author by correspondence in case of incorrect manuscript formatting and in case of re-submitting after review, ensuring high-quality printed material for publication;

- maintain an electronic archive of the articles data received by the Editorial Office, store authors’ and reviewers’ personal data;

 - organize work on concluding, registering, storing, and executing agreements with authors of manuscripts;

- distribute the Bulletin’s subscription;

- ensure timely distribution of the Bulletin to authors and subscribers;

- place information materials in the journal;

- maintain statistics on the materials publication and present the information to the executive editors;

 - post information about the journal in the social networks;

Technical editors have the right to submit proposals for improving the responsibilities provided by the Regulations;

Contact the chief, issuing  and executive editors to eliminate all shortcomings identified during the duties performed.  

With the permission of the editorial management, involve all (individual) editorial specialists in solving the tasks assigned to them.

RIGHTS AND RESPOBSIBILITES OF EDITORIAL BOARD

Members of the editorial board of the journal “West Kazakhstan Innovative-Technological University Bulletin” are responsible for the development, improvement, promoting the journal in international databases, must follow the principles of freedom of expressions, meet the scientific and professional needs of the authors and readers of the journal, and not allow the influence of authors, reviewers and publishers commercial interests for publication of materials, must also take all possible measures to improve the quality of scientific publications and protect the confidentiality of data  at all stages of the publication process.

Members of the editorial board are responsible for deciding whether to publish submitted materials in the journal. Members of the editorial board should evaluate the manuscripts according to their intellectual content, regardless of race, gender, sexual orientation, religious beliefs, ethnic origin, citizenship, political views of the authors or commercial considerations.

Making a decision to publish a manuscript.  The editorial board has to make a decision, based on the results of the verification for compliance with the formatting requirements, plagiarism and peer review results, to publish the submitted manuscripts. When making a decision to publish a manuscript, the editorial board is guided by the journal’s policies and publication ethics, and reject the articles with plagiarism, violation of the publication standards and ethics, copyright infringement.

Members of the editorial board are responsible for publishing articles with notoriously known signs of unethical behavior, plagiarism, self-plagiarism, excessive self-quotation by authors and conflicts of interest. If the principles of publication and/or scientific ethics by writing the article were violated, the scientific editor of the journal based on the decision of the editorial board should retract the publication. The author (s) or the editorial board of the journal may recall the articles. The editors remove (retract) published articles in case of the violation of publication and/or scientific ethics, based on the recommendations of the COPE. The article is withdrawn/withdrawn (retracted) in the following cases:

- if there is clear evidence that the data obtained is unreliable or is obtained as a result of illegal actions, for example, data falsification;

- detection of the article, previously published  in another edition, before its publication in the journal of “West Kazakhstan Innovative-Technological University Bulletin”;

- detection of plagiarism in the article, including the borrowing of figures, graphs, tables, etc.

- the presence of errors in the article that can negatively affect other scientists and their research, for example, a miscalculation or an experimental error;

- the claims about article copyright  or its individual parts by third parties;

- the presence of information that contradicts the principles, standards and norms of publication and / or scientific ethics.

In such cases as the above, the editorial board of the journal conducts an inspection, based on the results of which the article may be withdrawn/withdrawn (retracted) from publication. To do this, an act of retraction of the article from publication is drawn up, which is confirmed and signed by the editor-in-chief or publishing editor. A copy of the act is sent to the author for correspondence.

After this, the article is marked as retracted on the journal’s website, indicating the reasons. The editors publish information about the withdrawal (retraction) of the article on the main page of the journal’s website and place the information, after the procedure for withdrawal (retraction) of the article, in the subsequent issue of the journal.

The editors of the journal “West Kazakhstan Innovative-Technological University Bulletin” responsibly, objectively and carefully examines all substantiated appeals regarding violations discovered in published issues.

The principle of confidentiality. At the stage of consideration of the manuscript (before its publication), editors and members of the editorial board should not disclose information about it to anyone other than the authors, appointed reviewers and the publisher. Any manuscript received for review should be treated as confidential material. Manuscripts should not be displayed or discussed with third parties without the permission of the publishing editor.

Members of the editorial board ensure that rejected manuscripts will not be used for personal purposes without the written consent of the authors.

Handling complaints of unethical behavior. Members of the editorial board must individually consider each complaint about the unethical behavior of the author(s) of the manuscript and articles published in the journal “West Kazakhstan Innovative-Technological University Bulletin”, regardless of the time when it is submitted. Members of the editorial board must take objective and adequate action in relation to such claims. If the arguments of the claim are confirmed, the members of the editorial board have the right to refuse to publish the manuscript and stop further cooperation with the author for correspondence, publish the corresponding refutation, and also take other measures to further suppress the unethical behavior of the author(s).

Members of the editorial board have the right to involve, in accordance with the established procedure, experts in various fields to participate in the review of articles and other materials submitted for publication in the journal.

RIGHTS AND RESPONSIBILITIES OF  REVIEWERS

Reviewers of the journal “West Kazakhstan Innovative-Technological University Bulletin” undertakes (are) to conduct an expert assessment of the manuscript objectively.

Personal criticism of the author(s) of the manuscript is unacceptable. The reviewer must give reasons for his comments and justify his decision to accept (reject) the manuscript.

Nationality, religious affiliation, political or other views of the author(s) should not be taken into account in the process of reviewing the manuscript by the reviewer(s).

The assessment, given by the reviewer, should contribute to the editorial decision on publication and help the author improve the manuscript.

The decision, whether to accept the manuscript for publication, return the article to the author for making changes or revision or reject publication, is made by the editorial board based on the results of the review.

The principle of timeliness of peer reviewing. The reviewer is obliged to provide a review within the time period determined by the editors, but no later than two months from the date of receipt of the manuscript for review. If the consideration of the article and preparation of the review within the prescribed time-frame is impossible, then the reviewer must immediately notify the publishing editor of about it.

The reviewer has the right to demonstrate it and / or discuss it with others only after receiving written permission from the scientific editor of the journal and / or the author(s).

Information and research ideas obtained during the peer review and publication process should not be used by the reviewer(s) for personal purposes.

The principle of confidentiality on the part of the reviewer. The manuscript provided to the reviewer  should be treated as confidential material.

The principle of confirmation of sources. The reviewer should indicate scientific papers that would have influenced the research results of the manuscript under review, but were not cited by the author(s). Also, the reviewer is obliged to draw the attention of the publishing editor to significant similarities or coincidences between the manuscript and a previously published work that he is aware of.

A reviewer has the right to notify the executive editor and exclude himself from the review process if he feels incompetent to review the research presented in the manuscript or believes that prompt review of the manuscript will not be possible.

RIGHTS AND RESPONSIBILITIES OF AUTHORS

Publication ethics is based on compliance with the principles:

One-time publication. The author(s) warrant that the manuscript submitted to the editor has not been submitted for review to other publications. Submission of a manuscript at a time in several journals/publications is unacceptable and is a gross violation of the principles, standards and norms of publication ethics.

Authorship of the manuscript. The author who has made the greatest intellectual contribution to the preparation of the manuscript (with two or more co-authors) is indicated first in the list of authors  and the corresponding author is indicated by an asterisk “*”. For each article, an author must be appointed for correspondence, who is responsible for the preparation of the final version of the article, communication with the editorial board, must ensure the inclusion of all research participants (if the number of authors is more than one), who have made a sufficient contribution to it, in the list of authors, and also get approval for the final version of the manuscript from all the authors for submission to the editors for publication. All the authors mentioned in the manuscript/article are responsible for the content of the work.

The principle of originality. The author(s) guarantees that the research results presented in the manuscript represent original independent work, and do not contain incorrect borrowings and plagiarism, which may be detected during the anti-plagiarism process.

Authors are responsible for publishing articles with signs of unethical behavior, plagiarism, self-plagiarism, self-citation, falsification, fabrication, data distortion, false authorship, duplication, conflicts of interests, and deception.

The principle of confirmation of sources. The author(s) undertakes to correctly indicate the scientific and other sources that he(s) used(s) in the course of the research. In the case of using any parts of someone's work and/or borrowing statements from another author(s), the manuscript must contain bibliographic references indicating the author(s) of the original source. The information obtained from dubious sources should not be used in the preparation of the manuscript.

If the reviewers, scientific editor, member(s) of the editorial board of the journal have doubts about the authenticity and reliability of the research results, the author(s) should provide additional materials to confirm the results or facts presented in the manuscript.

Publication Ethics Principle. Authors are required to comply with ethical standards related to criticism or comments regarding researchers, as well as with respect to interaction with the editorial board regarding peer review and publication. Failure to comply with ethical principles by the authors is regarded as a gross violation of publication ethics and provides grounds for removing the manuscript from peer review and / or publication.

If significant errors or inaccuracies are discovered in the article at the stage of its review, the author(s) have the right to retract the manuscript/article.

CORRECTING ERRORS IN THE PROCESS OF PUBLISHING

Correcting errors in the publishing process. If errors and inaccuracies in the work are revealed at any stage of the publication process, the authors undertake to urgently inform the publishing editor about this and provide assistance in eliminating or correcting the error for publication on the journal's website of the corresponding correction (Erratum or Corrigendum) with comments. If gross errors are discovered that cannot be corrected, the author (s) must withdraw the manuscript/article.

The editors consider it the responsibility and duty of authors and reviewers to inform the editors as quickly as possible about errors and violations that they identified after the publication of the material.  

If gross errors are discovered in published articles, information about corrections may be placed in subsequent issues.

The editors of the journal are always ready to publish corrections, clarifications, apologies, refutations and reviews regarding the material published in the journal issues, if necessary.

 CONFLICT OF INTEREST

Unpublished data, obtained from the submitted manuscripts, cannot be used in personal research by the reviewers and editors without the written consent of the author. Information or ideas, obtained during the review and related to possible benefits, must be kept confidential and not used for personal purposes.

Reviewers should not participate in the review of manuscripts if there are conflicts of interest due to competitive, collaborative or other interactions or relationships with any of the authors, companies or other organizations associated with the submitted work.

All interested parties (authors, reviewers, editors and members of the journal's editorial board) must, as far as possible, avoid conflicts of interest in any form at all stages of publication. In the event of any conflict of interest, the one who discovered this conflict must immediately notify the editors about it. The same applies to any other violations of the principles, standards and norms of publication and scientific ethics.

Possible situations of violation of the standards of ethical conduct of authors, editors and reviewers, not specified above, will be resolved on the basis of the guidelines on the principles of ethics of scientific publications of the Committee on Publication Ethics СОРЕ http://publicationethics.org.
