Policy of the journal

Editorial policy of the scientific and methodological journal "Bulletin of West Kazakhstan University of Innovation and Technology" (hereafter – the Journal) is based on the principles of openness, scientific validity, and accessibility.

Scientific-methodological journalis a Kazakhstan scientific journal and an open platform for discussing topical issues of fundamental and applied research in the fields of engineering and technology and humanities.

The Journal is intended for a wide range of researchers, university faculty, teaching staff of community colleges and schools, practitioners, doctoral students, and master's students.

The Journal is registered with the Ministry of Information and Communications of the Republic of Kazakhstan (No. 16782-Zh, dated 07.12.2017) and at the International Center for World Periodicals  ISSN (Print) 2706-6266, ISSN (Online) 3007-1062,  ISSN (Other electronic ressource) 3007-1070.

The Journal's founder is the Private Institution of Professional Higher Education "West Kazakhstan University of Innovation and Technology."

Aims and Scope:

The main aim of the Journal is to publish materials reflecting the results of fundamental and applied scientific research in various fields of science.

• to offer comprehensive coverage and promotion of research accomplishments of the teaching staff, researchers, graduate and undergraduate students of the West Kazakhstan University of Innovation and Technology, as well as other universities and research institutions based in Kazakhstan and abroad;
• to promote an open scientific debate that would improve the quality of research.

 Publication Frequency

The Journal is published quarterly; articles are published in Kazakh, Russian, and English in a full-text format.

Manuscript Submission Guidelines

The manuscript of a research article must be submitted to the Journal's editorial office by the corresponding author (if the manuscript has more than one author, the authors must designate one representative for communication purposes).

The authors must submit an original work that has not been previously published elsewhere (in print, electronic, and other open sources). The authors are responsible for the authenticity, novelty, and evidence-based nature of their research findings. The authors may not submit the manuscript for consideration in other journals while it is being considered for publication by the editorial board and reviewers of the Bulletin of West Kazakhstan University of Innovation and Technology as well as after the manuscript has been published.

The article submitted to the editorial board must align with the thematic focus of the Journal, conform to the manuscript submission guidelines, and comply with the Journal's openness principle. The presence of a restriction stamp serves as a basis for rejecting the manuscript from open publication.

Articles that do not meet the Journal's formatting requirements, contain a large number of grammatical and spelling errors, or have been automatically translated into English will not be accepted by the editorial board and will be returned to the authors without consideration.

The manuscript must be uploaded via the electronic platform (Open Journal Systems (OJS)) by the corresponding author; all the metadata of the article and its author(s) must be indicated during manuscript submission. One issue of the Journal can feature no more than two articles by a given author, including co-authorship. The number of authors of one article must not exceed 5 people.

While the manuscript is being considered by the Journal, all communication between the editorial board, the corresponding author, and reviewers must be carried out through the electronic (online) OJS platform (https://ojs.wkitu.kz/); in exceptional cases communication may be conducted via e-mail: vestnik@wkitu.kz.

The editorial board reviews submitted manuscripts to verify their compliance with the Journal's requirements (formatting, anti-plagiarism, etc.), arranges their review, and makes a decision regarding whether a manuscript will be accepted for publication within two months from the date of its receipt via the electronic platform.

The author(s) of the manuscript approved for publication in the Journal must pay a publication fee in accordance with Journal's approved schedule of article publication charges. Receipt of the publication fee payment (in *.pdf format) must be sent by the corresponding author to the Journal's editorial office via email (vestnik@wkitu.kz).

Each article published in the Journal is registered in the CrossRef database and assigned a DOI, i.e., a digital object identifier that is used for citation purposes.

Borrowing and Plagiarism

While reviewing the manuscript for compliance with formatting requirements, the editorial board of the Journal also uses licensed software to check for borrowings. The originality of the text must be at least 75%. Articles that do not meet the Journal's originality requirements will be returned to their corresponding authors. Upon making the appropriate changes, the author(s) may resubmit the manuscript for consideration by the editorial board via the Journal's electronic platform. If the manuscript fails to meet the Journal's originality requirements after resubmission, the article will not be published in the journal.

If the authors used the work of other researchers (e.g., articles, provisions, or statements) while writing the manuscript, they must provide references for the work of these researchers and correctly format the quoted text.

Plagiarism is viewed as an unethical act that violates the publication ethics of any scientific publication affiliated with the University and is unacceptable in the journal Bulletin of West Kazakhstan University of Innovation and Technology.

If a violation of the principles, standards, and norms of scientific ethics adopted by the international community and the University is discovered, the Journal's editorial board agrees to act in accordance with the "Ethics of Publication for the scientific journal of the University" and the standards of the Committee of Publication Ethics (COPE): https://publicationethics.org/core-practices.

Peer Review

The Journal's editorial board sends the submitted manuscript for review to 2 (two) scientists who hold a Candidate of Sciences, Doctor of Sciences, or a Doctor of Philosophy (Ph.D.) degree or experts specializing in an area closest to the subject of the article.

The Journal uses double-blind peer review, meaning that the manuscript of the article is sent to reviewers via the Journal's electronic platform confidentially (i.e., without specifying information about the authors).

Peer review duration is determined by the editor and cannot exceed 25 days from the date of sending the manuscript to the reviewers via the Journal's electronic platform or, in exceptional cases, via e-mail: vestnik@wkitu.kz.

Reviewers fill out the peer review form on the Journal's electronic platform and send the results of article evaluation to the editor of the Journal. The format of the peer review form is subject to change at the discretion of the Journal's editorial board.

The reviewer has the right to refuse to write a review in the case of an obvious conflict of interest that could impact their perception and interpretation of the manuscript.

Reviewers are required to provide a clear, objective, and evidence-based assessment of the manuscript's compliance with the main scientific criteria.

The ongoing review of manuscripts ends with an evidence-based recommendation for further action by the editorial board.

After receiving reviewer reports, the main editor and the technical editor send the aforementioned reports to the corresponding author(s) without specifying the reviewers' personal information; the author(s) must respond to the reviewers' comments, make appropriate changes, and resubmit the manuscript via the Journal's electronic platform. The author(s) may, without explanation, refuse to respond to reviewers' comments and decline making changes to and resubmitting the manuscript to the Journal's editorial office.

Once the author(s) address all the comments provided by the reviewers, make the appropriate changes to the manuscript, and resubmit their work to the Journal's editorial office, the main editor and the technical editor will forward all materials to the reviewer(s) for the second round of peer review.

Manuscripts that receive positive reviews from two reviewers and the main editor will be recommended for publication in the scientific journal Bulletin of West Kazakhstan University of Innovation and Technologybased on the order of their acceptance for publication. Manuscripts approved by the editorial board are sent to the technical editor to compile the issue of the journal.

If one of the reviewers provides a positive review of the manuscript, while the second offers a negative evaluation, the manuscript will be sent by the commissioning editor to a third reviewer or a member of the editorial board who is an expert on the subject of the manuscript. If the third reviewer or the member of the editorial board provides a positive review, the final decision on acceptance/rejection of the publication of the manuscript will be made by the commissioning editor of the Journal.

If the manuscript receives two negative reviews, it will be rejected from publication in the Journal. The editorial board does not use manuscripts rejected during the peer review stage for their own purposes. The technical editor notifies the author(s) of the rejection and forwards them the reviewers' reports.

Electronic versions of the reviewers' reports on each article that has either been approved or rejected for publication in the Journal are stored in electronic format on the Journal's electronic platform for 3 years from the date of receipt of the review by the editor.

Archiving and Accessibility. The journal provides direct open access to its content based on the following principle: free open access to research findings contributes to expansion of global knowledge exchange. The permanent archive of the Journal is publicly available on the Journal's websitehttps://ojs.wkitu.kz and in the unified Republican information system of the Republican Interuniversity Electronic Library www.rmeb.kz.

The Journal is also included in the Kazakhstan Citation Database of JSC "National Center for State Scientific and Technical Expertise" and in the database of the Russian Science Citation Index https://www.elibrary.ru.
